Police Regional Office 5 Regional Director, PBGEN BARTOLOME R BUSTAMANTE graced the blessing and inauguration of the new Ragay Municipal Police Station on December 15, 2020.
This project is still part of the PNP P.AT.R.O.L Plan 2030 which endeavors for real and lasting transformation within the organization.

The arrival honors was hosted by PCOL JEFFREY S FERNANDEZ, Chief of Regional Staff, PRO5.
Police Regional Office 5 Regional Director, PBGEN BART R BUSTAMANTE graced the Traditional Monday Flag Raising ceremony on December 14, 2020 in front of the PRO5 Grandstand, Camp BGen Simeon A Ola, Legazpi City.
The said activity also paved the way to recognize and give recognition to deserving PNP personnel for their efforts and contributions towards the realization of the organization’s mission to serve and protect.
The Medalya ng Kasanayan was conferred to PCOL Jeffrey S Fernandez, CRS, PRO5; PLTCOL John Q Deloso; PCPT Randy R Bachiller; PSMS Amador F Morcozo Jr; PSSg Manny B Macabeo; PSSg Gie Anne A Lopez; PSsg Kristine T Deluyas; and PSSg Maria Daisy D Lim as the Chief and members of the Regional Police Strategy Management Unit 5 (RPSMU) for obtaining 100% functionality of the unit, its Technical Working Group and Advisory Council covering the period of CY 2019-2020.
Their selfless devotion to duty and expertise had immensely contributed to the transformational change embodied in the PNP P.A.T.R.O.L Plan 2030 towards the attainment of a safer place to live work and do business.
As part of the continuing effort of the PNP leadership and the national government to further enhance the modernization program of the organization, Police Regional Office 5 gets new mobile cars and various Internal Security Operation equipment. These shall also boost the move and shoot capabilities of the unit in performing its operational duties which aims to ensure the safety and security of every Bicolanos.
Among the newly acquired vehicles were 32 units of PNP patrol vehicle; 1 unit PNP Bus; 1 unit restored PNP patrol jeep. The ISO equipment were composed of 440 units undershirt vest level III-A; and 300 units Galil Rifle which were duly received by the Supply Officers and Provincial Supply Accountable Officers of the respective units.
On the other hand, PBGEN BART R BUTAMANTE, RD, PRO5 together the Command Group and the C, RLRDD led the distribution of the 32 units of Patrol Jeep Single Cab 4x2 Toyota Hi-Lux to the Chief’s of Police of the Municipal/City Police Stations and the Mayor of the respective municipalities during the blessing and turn-over ceremony on December 14, 2020, in front of the PRO5 Administration Building Camp BGen Simeon A Ola, Legazpi City. Police Regional Office 5 headed by PBGEN BART R BUSTAMANTE, Regional Director together with PCOL BENJAMIN BALINGBING JR, Chief RCADD and PLTCOL LIANE VAN DE VELDE, Acting Chief RLRDD joined the Albay Family Christmas Bazaar on December 10-11, 2020 held at Lagman Auditorium, Bicol University Tabaco Campus, Tabaco City.
The said activity is still part of the continuing effort of the PRO to help and assist the victims of the recent typhoons in the region. The beneficiaries of the said activity were from the residents of Malilipot, Tabaco City, Malinao and Tiwi chosen by the DSWD.
RD, BUSTAMANTE expressed his sincerest gratitude and appreciation to the sponsors during the bazaar for making the activity a success.
PBGEN MANUEL MANALO ABU, Acting DIPO-Southern Luzon was accorded with an arrival honours hosted by PCOL DAVID K PEREDO JR, DRDO, PRO5 on December 9, 2020.
PBGEN ABU also presided-over a command conference that was attended by RD, PRO5 PBGEN BART R BUATAMANTE, the Command Group and the Directorial Staff.
Mahigit isang buwan na ang nakalipas nang salantahin ang buong rehiyon ng sunod-sunod na bagyo, ang PNP Bicol ay patuloy pa rin sa pamamahagi ng tulong sa ating mga kababayan.
Muling namigay ng relief goods ang Police Regional Office 5 sa pamumuno ni PBGEN BART R BUSTAMANTE sa 250 na residente ng Oas, Albay na isinagawa sa Oas Tennis Covered Court, Oas Albay noong ika-9 ng Disyembre 2020.
Bilang parte ng programa ng PRO5 na Kasurog-Soup Kitchen, ang kapulisan ng Bicol ay namigay din ng libreng pagkain. At upang makapagbigay ng konting aliw sa mga residente ng nasabing lugar, ang grupo ay naghandog ng maikling sayaw.
Sa mensaheng binigay ni RD Bustamante kanyang binigyan ng inspirasyon ang mga dumalo sa nasabing aktibidad, “Alam po namin ang hirap na masalanta ng bagyo lalo na ang mawalan ng tahanan at kabuhayan. Sana po sa konting bagay na ito ay matulungan kayo sa muli ninyong pagbangon at pagsisimulang muli. Wag po sana kayong mawalan ng pag-asa sapagkat marami po tayong mga kakabayan gaya po sa aming hanay na nakahandang tumulong at umalalay sa mga panahon ng pangangailangan at pagsubok”.
PCOL ARNOLD C SANTIAGO officially assumed the post as the new Provincial Director of Albay Police Provincial Office during the turnover of office ceremony administered by PBGEN BART R BUSTAMANTE, RD, and PRO5 on December 7, 2020 at Albay PPO Headquarters, Ligao City.
PCOL SANTIAGO replaced the erstwhile PD, PCOL ARNOLD THOMAS C IBAY who is now assigned in Police Regional Office 3.
Muling nag paabot ng tulong ang Kapulisan ng Bicol sa pamumuno ni PBGEN BART R BUSTAMANTE, RD, PRO5 sa mga residente ng Tiwi, Albay sa pamamagitan ng pamamahagi ng 500 pieces rechargeable lamps na syang magsisilbing ilaw at liwanag habang ang buong munisipalidad ay wala paring suplay ng kuryente dulot ng mga nagdaang bagyo noong ika-7 ng Disyembre sa Tiwi Central School, Tiwi, Albay.
Ang mga nasabing rechargeable lamps ay nagmula sa Filipino-India Commerce and Welfare Society, Incorporated na pinamumunuon ng mag asawang Mr. James and Bianca Kumar.
“Kami po sa hanay ng pulisya ay laging nakahandang umalalay at mag abot ng tulong sa abot ng aming makakaya. At nagpapasalamat kami na marami pa rin ang may mabuti ring kalooban na tumutulong sa ating mga gawain. Kaya naman po sa kabila ng pagkawasak at masamang epekto ng bawat kalamidad na ating kinakaharap ay wag po tayong mawawalan ng pag-asa. Patuloy po tayong magpakatatag di lamang para sa ating mga sarili kundi para sa ating mga pamilya at mahal sa buhay. Kami po ang inyong PNP. Kasama ninyo sa sabay sabay nating pagsisimulang muli at pagbangon”, RD BUSTAMANTE.
RET JUDGE ARNULFO CABREDO, Chairman, Regional Advisory Council for Police Transformation Development (RACPTD)-PRO5 graced the traditional Monday flag raising ceremony as the Resource Speaker on December 7, 2020.
Highlights of the activity are the oath-taking ceremony of the newly promoted/transferred Non-Uniformed Personnel. The promoted NUPs were NUP Azor B Banania as Administrative Assistant III; NUP Richelle B Cortes as Fingerprint Examiner II; NUP Clarisse Panganiban as Admin Aide VI. On the other hand, the transferred NUPs were NUP Anna Margarita B Bayonito; NUP Irene Madrid; and NUP Eden Herrera.
Judge Cabredo who was assisted by PBGEN BART BUSTAMANTE, RD PRO5 and the Command Group also accorded awards and recognition to deserving PNP personnel for their contributions and untiring efforts that significantly aided the organization in realizing its mandates.

A plaque of Appreciation was also given to the Resource Speaker, Ret. Judge Cabredo in grateful recognition of his unwavering and whole hearted support for sharing his precious time and words of wisdom during the activity.
In the advent of the Yuletide Season, PBGEN BART R BUSTAMANTE, RD, PRO5 together with the Command Group graced the annual lighting of Christmas Lanterns and Christmas Lights inside Camp Ola on December 3, 2020.
In a message given by RD BUSTAMANTE, he acknowledged the personnel of this unit for their efforts and contributions in fulfilment of the organization’s mandates. “I am personally thankful and truly grateful that I am able to work with dedicated and committed personnel who have given more of themselves in answering the call to serve. PRO5 have performed well in many areas especially in responding to the recent calamity. And this is not due to me or to our command group alone but it is due to our collective effort – all of us who have been working tirelessly to perform our duties and responsibilities to the best of our capabilities and even beyond. Again, thank you all very much!”
