For the period covered there was a significant decrease in the Crime Volume, Index, Non-Index and Average Monthly Crime Rate (AMCR) as compared with the crime data for the same period last year. Crime Solution Efficiency, meanwhile, increased by 11.50 or 33.77% compared with that of 2010.

a. Crime Volume
A total of 10,887 incidents were recorded for the period in review. This is lower by 4,710 incidents or 30.20% as compared to the 15,597 incidents registered during the same period last year. Of this figure, 6,032 cases or 55.41% were Index Crimes while 4,855 or 44.59% were Non-Index Crimes. Albay recorded the highest crime occurrence with 2,857 incidents while Catanduanes has the lowest with only 579 cases.

b. Index Crimes
There were 6,032 Index Crimes recorded regionwide compared with the 8,459 recorded during the same period last year or a decrease of 2,427 incidents. Of the total number reported, 1,113 were solved while 2,357 were cleared, thereby attaining an 18.45% Index Crime Solution Efficiency (ICSE) and 39.07% Index Crime Clearance Efficiency (ICCE).

c. Index Crimes Distribution
The most prevalent among the index crimes is Physical Injury with 2,468 cases representing 42% of the total. It is followed by Theft with 1,733 cases or 28%, Robbery with 818 cases or 13%, Murder with 436 or 7%, Rape with 263 cases or 4%, Homicide with 175 or 3%, Carnapping with 110 or 2%, and Cattle Rustling with twenty-nine (29) cases or 1%.
d. Non-Index Crimes
For the period, 4,855Non-Index Crimes were recorded depicting a decrease of 31.98% or 2,283 cases as compared to the same period last year with 7,138 incidents. Of the 4,855incidents, 1,330 were considered solved while 2,558 were cleared or 27.39%Non-Index Crime Solution Efficiency (NICSE).

e. Average Monthly Crime Rate (AMCR)
The AMCR for the period covered was pegged at 18.71 for every 100,000 population, or a decrease of 9.06 or 32.63% from the 27.77 recorded during the same period last year.
f. Crime Solution Efficiency (CSE)
Overall CSE for the period covered rose to 45.55%, a significant increase of 11.50 or 33.77% when compared to the 34.05% rating obtained during the same period last year.
g. Crime Clearance Efficiency (CCE)
The Crime Clearance Efficiency of Police Regional Office 5 was able to register 22.36% whereby of the 10,887 crimes reported, 4,959 were filed in court and considered as cleared.
h. Street Crime Solution Efficiency
Of the 10,887 crime incidents recorded, only 1,152 or 10.58% were listed as street crimes with 518 cases solved, it reflected a 44.97% Street Crime Solution Efficiency (SCSE).
i. Service of Warrants
Of 2,539 Warrant of Arrest received 2,460 were served representing a 96.89% Service Efficiency Rating.
j. General Investigation
There are 261 referred cases from the Office of the Chief, PNP, DILG and Office of the President were received for the period under review and all were promptly acted upon.
k. Scientific Investigation
A total of 11,684 requests for scientific investigations were received by Regional Crime Laboratory Office 5 during the period with 100% completion rate. Relatedly, there were 704 subpoenas/request for the availability of scientific evidence and expert witnesses and was properly attended to.
l. Attendance to Court Duties
For the period in view 10,281 PCOs and PNCOs from the different police stations of PRO5 attended court duties relative to the various cases filed in courts by their respective units.
m. Disposition of Administrative Cases (Pre-Charge)
This Office received a total of ninety-seven (97) administrative cases involving PNP personnel for various offenses and was subjected to Summary proceedings.
n. Training/Seminars Conducted

The Special Investigation and Detective School of this Office opened six (6) classes of Criminal Investigation Course (CIC) which were conducted at RSTU, Camp Ola, Legaspi City and at the Camarines Sur PPO, Naga City with the total of 288 participants.


The different Police Offices of this PRO has conducted twenty-one (21) investigation seminars that were attended by personnel coming from the different City/Municipal Police Stations/Office and PPSCs regionwide.
o. WCPD Accomplishment
The Regional Women and Children Protection Desk recorded 394 cases on Violence against Women (VAW), 672 incidents on Crimes against Children (CAC), while 108 cases involving Children in Conflict with the Law (CICL), and ten (10) cases on Trafficking in Person. No recorded incident of Children involved in Armed Conflict in the region.

To further enhance the knowledge and skills of the WCPD officers of the region, the RWCPD conducted Specialized Course for WCPD Officers on November 16-29, 2011 at the Multi-Purpose Building, Camp Gen Simeon A. Ola, Legaspi City
Furthermore, the WCPD of six (6) PPOs and one (1) CPO of this region, are regularly conducting trainings and seminars on different laws on women and children.
p. Updating and Maintenance of Rogue Gallery
A total of 121 Rogue Gallery are being maintained monthly by the different investigation offices regionwide.
