Lutiang Himpilan - A CNNPPO Tree Planting Activity

On 23 August 2011, 3:00 PM, the Camarines Norte Police Provincial Office thru the Police Community Relations Section under the over-all supervision of PSSUPT ROBERTO BIGAY FAJARDO, Officer-in-Charge conducted Luntiang Himpilan Project (tree planting activity) at Camp Wenceslao Q Vinzons Sr., Daet, Camarines Norte.
The activity was realized in coordination with Daet Seed Farm which provided this office fifty (50) seedlings of different varieties of fruit-bearing trees. The activity was participated by police personnel from this office and Provincial Public Safety Office. Said undertaking is in support to the National Greening Program and Green Police Program of the PNP which aid in reforestation to prevent climate change.

Junior Police Orientation and Training at Paracale

On 26 August 2011, the Camarines Norte Police Provincial Office thru the PCR Section led by PCI ELTON DELA CRUZ LACSON and Paracale Municipal Police Station led by PSI ROMMEL BACHILLER LABARRO, Officer-in-Charge in coordination with Paracale National High School conducted Junior Police Orientation and Training. The activity was attended by more or less one hundred participants composed of teachers and pupils. The first part of the activity was the opening program attended by PCI ROMMEL BACHILLER LABARRO, COP, Mr. Fernando B. Carullo, Head Teacher III/OIC of Paracale National High School, Mr. Charlie Z. Catapang of LGU Paracale. The 2nd part of the program was the Seminar Proper. PO1 Joel Q Cootauco, PCR PNCO of Paracale MPS gave the overview/ rationale of the activity; PO2 Eugene B Camacho, Traffic PNCO of this station discussed Basic Traffic Rules and Regulations; SPO1 Ma. Cecilia Y Tagala, PCR PNCO of CNPPO discussed the salient features of RA 7610, 8353 and 9208, the role of First Responders in a crime scene investigation and how to make/ write Initial Investigation Report; PO2 Leo M Navarro, Santinig PNCO of CNPPO discussed the different kinds of Drugs and Arresting Techniques. The whole-day activity was highlighted with practical exercises on Do's and Don't's of Civilian First Responders, Arresting technique and Data Gathering Using five (5) W's and one (1) H facilitated by SPO1 Tagala, PO2 Navarro and personnel of Paracale MPS which was actively participated by the students. The part three of the program is critiquing and observation followed by the distribution of certificate of appreciation and Junior Police IDs. Activity ended at about 4:30 PM with very satisfying results.

"Run for Peace" Fun Run




On 160430H July 2011, PCR Branch of Camarines Sur PPO sponsored a fun run dubbed as "Run for Peace". Said event was participated in by more or less one thousand fun run enthusiasts from PNP, AFP, Students, Professionals, academe and from other walks of life. The activity was opened through welcome remarks delivered by PSUPT JESUS CENTINO MARTIREZ, Deputy Provincial Director for Operation, invocation proclaimed by SPO4 Romulo O Fabiano. The gun start for 18K fired at 5:30 AM, 10k at 5:45 AM and the 5K start at 6:00 AM. Prizes to the different winners were given from the different categories. Activity ended at about 0930H same date with very fruitful result.

Bloodletting Activity




OOA 010800H July 2010, PNP personnel of Camarines Sur PPO together with the twenty four (24) Municipal police stations and the CSPPSC headed by their respective Chief PCR PNCOs conducted the bloodletting activity held at Barangay Concepcion Grande, Naga City. Said event was jointly sponsored by Concepcion Grande, Local Government Unit, Concepcion Grande Elementary School and this office. More or less 20 bags of bloods of 500 CCs each were donated by PNP personnel. Activity ended at about 1045H same date with very fruitful result.

"Bayanihan Clean-up Drive



On August 13, 2011 at about 7:00 o'clock in the morning, Albay PPO PHQ personnel led by PSSUPT WILLIAM S MACAVINTA, DPA, PESE (DSC), Provincial Director together with PNP personnel of Malinao MPS, Tabaco CPS, Bacacay MPS, Malilipot MPS, Sto Domingo MPS, RTS5 PO1 Recruits and DPWH personnel jointly conducted Clean up Drive activity at Malinao National High School, Malinao, Albay that was severely affected by flashflood caused by Typhoon "Juaning". Said activity was initiated as part of Community assistance and development by this office particularly to those places that were severely affected by typhoon "Juaning". The activity ended at about 5:00pm with great impact among the populace in that municipality.

August 9, 2011, Albay PPO PCR and FJGAD personnel led by Provincial Director, PSSUPT WILLIAM S MACAVINTA, DPA, PESE, PSUPT ADAN N MAGDASOC, PCR/FJGAD Officer, PSUPT ROMMEL B DELA RAMA, Coy Commander APPSC, and PI DOMINGO B NAPOLIS, OIC of Jovellar Municipal Police station, attended/participated and provided assistance during the distribution of relief goods to the victims of Typhoon “Juaning” held at Jovellar Gymnasium. The DILG Regional Office V headed by Dir. Blandino M Maceda, CESO III, with the collaboration of NAPOLCOM headed by Dir. Rodolfo G Santos, Regional Director, Hon. Jorem L Arcangel, Municipal Mayor, and representatives from Bureau of Mines, Lafayette mining, Palanog Cement Factory and other concerned agencies initiated the distribution of relief goods [rice and groceries] to the victim of Typhoon “Juaning” with more or less 185 households from Barangays Mabini, Aurora, Sto. Niño and Magsaysay all of Jovellar, Albay.


At about 9:00 o’clock in the morning of August 13, 2011, Elements of Albay PPSC led by PSUPT ROMMEL DELA RAMA, Company Commander personnel of Tiwi MPS, provided security assistance and crowd control management during the distribution of relief goods to the victims of typhoon “Juaning held at Baybay Elementary School, Tiwi, Albay with beneficiaries of more or less 100 families from Brgy Baybay, Tiwi, Albay. Said noble activity was initiated by CIRCA headed by Mr Nong Rangasa, Executive Director and Rural Bank of Guinobatan, Tiwi Branch.

"Work for Sale Blood"

On July 12, 2011 [6:00 – 11:30 A.M.], Uniformed personnel from Albay PPO, APPSC, Legazpi CPS and Daraga MPS led by PSUPT PAULINO B BELGA, JR. [PESE] - DPDA and PSUPT ADAN N MAGDASOC [DSC]- PCR Officer participated/joined the activity dubbed as "Walk for Safe Blood" that started from Peñaranda Park to Ibalong Centrum for Recreation, Bitano, Legazpi City initiated by Legazpi City Blood Council in collaboration with the City Health Office, in observance of World Blood Donors Day' 2011. After which, a short program was conducted followed by a holy mass and then blood-letting proper. Other participants were Barangay Health Workers [BHW], BFP, Philippine Army, Philippine Navy, Philippine Coast Guard, students from the Bicol University and DWCL, private sectors and other concerned stakeholders. That activity aimed to promote awareness and reinforce the urgent need for more people all over the world to become life savers thus, develop self-volunteerism by donating their precious blood in the service of humanity. Further, that activity have been provided with appropriate police assistance, covered with media and ended with positive result.

"Light for a Drug Free Bicol"


On July 29, 2011 at 7:30 P.M. to 8:30 P.M., the Police Regional Office 5 led by Regional Director, PCSUPT CECILIO B CALLEJA, JR., CEO VI down to the Police Provincial Offices and Cities/Municipal Police Stations, joined the Philippine Drug Enforcement Agency [PDEA] 9th Anniversary celebration with the theme: "A Drug-Free Country Starts with a Drug-Free Family" and likewise, join the "Light for a Drug-Free Bicol". The activity aimed to create a heightened level of awareness among constituents in the pernicious effect of illegal drugs. It is characterize by a candle lighting ceremony and ecumenical prayer that symbolizes enlightenment and awareness and seek Divine Intervention, for us to be steadfast and vigilant in the quest for a drug-free society.

2011 PRO5 Sportsfest
August 16-18, 2011



The personnel of PRO5 hold a sports fest which was hosted by the RPCRD, assisted by the personnel from HRDD last August 16-18, 2011 at the PRO5 Parade Ground. This time, the uniformed and non-uniformed men and women of PRO5 gathered not for the any ceremonial rites rather an activity which promotes wellness/fitness, a critical component of the groups/organizations pursuit of and a journey of excellent police service in the region. PCSUPT CECILIO BINAMIRA CALLEJA, JR., CEO VI, Regional Director, had its watch to conduct such sports fest to give break and get away from stresses that the usual course of the working days for its personnel. The annual sports fest made remembrance and created a nostalgic memory for the participants. Personnel from the different divisions got acquainted with each other whom they have beaten and those who beat them. The fostered camaraderie, the laughter, the cohesiveness, the enjoyment they felt in each other's company will forever be imprinted in their memories and will never fade as time goes by. And these are the long-term objective that calls for a yearly conduct of such activity notwithstanding the prize of winning.

110th Police Service Anniversary
Theme: "Sandaang Taon at Sandekadang Paglilingkod ng Kapulisan Kaagapay ang Sambayanan Tungo sa Matuwid na Daan"
The Police Regional Office 5 has conducted the following activities:
A. Tree Planting Activity
On August 4, 2011, 8:00 A.M this Police Regional Office conducted Tree Planting Activity inside the Camp Gen Simeon A Ola premises. A total of three hundred (300) seedlings of narra and fruit bearing trees were planted inside the camp premises. Personnel of Regional Support Units, Regional Headquarters and Albay PPO participated in the said activity.

B. Blood-Letting Activity
Police Regional Office 5 in collaboration with Department of Health V-Bicol Regional Blood Center, City Health Office of Legazpi and Regional Health Service 5 conducted Blood-letting Activity on August 3, 2011, 8:00 A.M at the Multi-Purpose Building, Camp Gen Simeon A Ola, Legazpi City. A total of 13,500cc was extracted from thirty three (33) personnel of the Regional Training School 5. Extracted blood was stored at the Department of Health V-Bicol Regional Blood Center for consumption of PNP personnel and their relatives during emergency cases.

C. Program and Awarding during the 110th Police Service Anniversary
The Police Regional Office 5 celebrated the 110th Police Service Anniversary on August 30, 2011, 8:00 A.M. at the PRO5 Multi-Purpose Bldg, Camp General Simeon A. Ola, Legazpi City with HON. JESSE M. ROBREDO, Secretary of the Department of the Interior and Local Government, as the guest of honor and speaker. Likewise, present during the said occasion were the Regional Officers of the different PNP Regional Support Units, Regional Directors of the different line agencies, religious leaders in the province of Albay, Non-Uniformed Personnel and PNP personnel of the Regional Headquarters. During the activity, certificate of recognition were given to deserving offices/units, individuals, and non-government organizations for their invaluable contribution to the various program that greatly help in the accomplishment of the mission of the PNP. 16th PCR Month Celebration - July 1-31, 2011
The Police Regional Office 5 in coordination with the NAPOLCOM V, DILG family and other concerned government and private agencies has conducted the following activities:
a. Display of Streamer Simultaneous display of streamer in all PNP offices with the theme "Matatag na Ugnayan ng Mamamayan at Kapulisan Tungo sa Mapayapa at Ligtas na Pamayanan".
b. Kick-off Activity

On July 4, 2011 at 6:00 o’ clock in the morning, the Police Regional Office 5 spearheaded by PCSUPT CECILIO BINAMIRA CALLEJA, JR., CEO VI, Regional Director, conducted the Kick-Off Ceremony of the month-long celebration of the 16th Police Community Relations Month. NAPOLCOM V, DILG Family, DepEd V and other government agencies in Albay participated in the kick-off.
The activity started with a foot parade from Legazpi City Grand Central Terminal, Tahao Road, Legazpi City to Camp General Simeon A Ola, Legazpi City, followed by a Eucharistic Mass with Rev. Fr. Alexander Pardo as the main celebrant. After which, a program was held at the PRO5 Grandstand with Atty. Danilo S. Azaña, Professor, Bicol University Graduate School as the Guest of Honor and Speaker.
c. Clean and Green Program
On July 7, 2011, the Police Regional Office 5 conducted Clean and Green Program at Barangay Dapdap, Legazpi City together with the NAPOLCOM V, DILG V, BFP V, BJMP V, RTS 5, PIA 5, Citizen’s Crime Watch, PDEA 5, DepEd V and other private organizations.

d. One Stop Shop/Job Fair
On July 14 & 19, 2011 this Police Regional Office in coordination with the NAPOLCOM V and DILG family conducted a One Stop Shop/Job Fair at Landco Pacific Mall & Embarcadero de Legazpi, respectively. During these two days activities, this Police Regional Office distributed information education campaign materials on crime prevention and awareness and installed a one-stop recruitment information shop to inform the public of the step-by-step processes in applying in the police service.

e. Fun Run to Care
On July 30, 2011 at 5:00 o’clock in the morning, this Police Regional Office conducted the Fun Run to Care in coordination with the BJMP V. Said run that started and ended at the Albay Peñaranda Park covered the stretch of Vel-amor Subdivision, Tahao Road, Lakandula and Washington Drive, Legazpi City.

f. Healthy Lifestyle to the Max Exercise
On July 29, 2011 at 8:00 o’clock in the morning, this Police Regional Office conducted the Healthy Lifestyle to the Max Exercise at Malilipot Central School, Malilipot, Albay. The said exercise was led by SPO4 Marcos B Bea from the Office of the Regional Executive Senior Police Officer and was attended by more than 900 elementary pupils, 28 teachers and the parents of the pupils.

g. Culminating and Awarding Ceremony
On July 29, 2011 at 4:00 o’clock in the afternoon, this Police Regional Office conducted the Culminating and Awarding Ceremony of the 16th Police Community Relations Month at PRO5 Multi - Purpose Building with Mr. Fidel L. Cu, Chairman of the Board, Avenue Plaza Hotel as the Guest of Honor and Speaker. During the activity, certificate of recognition were given to deserving offices/units and individuals and certificate of appreciation to the participating agencies for their invaluable contribution to the various police community relations program that greatly help in the accomplishment of the mission of the PNP.
The academe, other government and private agencies and the public collectively expressed their appreciation and gratitude to the PRO5, NAPOLCOM V and DILG Family for holding this very significant month-long celebration designed to strengthen police-community partnership.
