ACCOMPLISHMENT REPORT
   

I.  INTRODUCTION

This report presents the modest operational accomplishments of Police Regional Office 5 in terms of crime prevention, suppression, and crime control efforts aimed in maintaining peace and order, ensuring internal security, relentless enforcement of special laws, neutralization of Most Wanted Targets, Watch Listed Crime Groups, Criminal Gangs and administrative accomplishments for the period 01 January to 30 November 2011, inclusive. The Bicol Region is located at the middle portion of the country at the tail of Luzon Island. It is composed of the four (4) mainland provinces of Camarines Norte, Camarines Sur, Albay, and Sorsogon and two (2) island provinces of Catanduanes and Masbate. It has seven (7) cities, 107 towns, and 3,471 barangays subdivided into sixteen (16) congressional districts. It has a land area of approximately 17,632,400 square kilometers and a population of 5,109,798 as of 2007.

One of the major significant accomplishments of BPATs is the successful celebration of the All Souls' and Saints' Day in the entire region. BPATs members were utilized in different strategic places in the maintenance of peace and order.

c. Issues and concerns in the operationalization of BPO/BPAT

One of the major factors that affect the operationalization of BPATs is lack of equipage such as mobility, communications and other equipment related to BPATs major functions in the community.

RESOURCE MANAGEMENT

A. ATTAIN FINANCIAL AND LOGISTICAL ADEQUACY CONSISTENT WITH THE LAW

Management of Donations from LGUs and Other Agencies

Through the initiative of this office, financial assistance and support from the different Local Chief Executives, private entities and civic-minded individuals were received by the different Municipal Police Stations (MPSs), Police Provincial Offices (PPOs) and Police Regional Office (PRO) amounting to Php14,529,597.84

B. OPTIMIZE UTILIZATION OF FINANCIAL AND LOGISTICAL RESOURCES

1.  Financial Management Program

a. Fund Resources 

The fund resources received to support the administrative and operational needs of PRO 5 amounted to Php714,701,937.19 distributed Php590,700,573.24 for Personal Services (inclusive of Php519,023,084.29

Continuous Form Checks of PNP personnel and Php71,677,488.95 in the form of Allotment Advice); and  Php116,994,819.75 MOOE. The MOOE was   further

broken down into Regular Releases amounting to Php116,344,819.75 and Augmentation Releases amounting to Php650,000.00  and the Trust Receipts in the amount of  Php7,006,544.20.

b. Personal Services (Allotment)

Of the Php71,677,488.95 fund support earmarked for Personal Services claims,   Php16,845,346.30 or 23.50% was intended to  pay  the Salary Differential claims of PNP personnel of Police Regional Office 5.

c. MOOE

a. General Allotment Release Order (GARO)

For the period covered, the PRO5 received a total of         Php116,344,819.75 MOOE Regular Releases intended to support its Administrative and Operational requirements. Of this amount, 73.26% representing the biggest share was allocated to Logistics Services and the smallest share of 1.23% was allocated to the Human Resource and Doctrine Development.

b)  Augmentation Fund Releases

On augmentation fund releases, PRO5 received a total of Php650,000.00 for the expenses of Regional Communication & Electronic Office 5 (RCEO5) and HRAO.

2.  Research and Development Program

All issuances relative to GOA uniform specifications and proper wearing of uniform were disseminated to all subordinate offices. Every 1st Saturday of the month, Rank Inspection was conducted at Regional Headquarters and for PPOs it was being conducted every 2nd week of the month using/wearing the prescribed uniform as required by higher HQs. Likewise, spot inspection to subordinate PNP units down to station level was conducted to check proper wearing of prescribed PNP uniform and the use of paraphernalia’s and accoutrements in line with LOI Tamang Bihis.

Relatedly, a showdown inspection is being required for all uniformed PNP personnel applying for Replacement Clothing Allowance to ensure that they have a complete set of prescribed uniforms and equipment. On the maintenance/proper carrying of issued firearms, lecture and actual disassemble and reassembly of long and short firearms was conducted after Saturday Rank Inspection. The RSAO was able to initiate the repair of considerable number of defective/unserviceable firearms.

3.  Logistics Management Program

a. Energy Conservation Measures

 Energy conservation measures were religiously observed by this office as directed in a Memo with subject: Austerity Measures.  ENERCON Teams were organized down to different PPOs to conduct inspection of facilities against illegal connections. Support of Local Government Units (LGUs) for the payment of lights, water and telephone bills of their respective Police Stations were solicited and held a lot for the maintenance of Police Offices.

b. Real Properties

This office maintained/administered 109 real properties presently occupied/possessed by its units. Seven (7) of which were already titled in the name of the PNP, six (6) PNP lots are on process for titling while the remaining ninety-six (96) are still under process relative to OPLAN TITULO. Presidential Proclamation declaring the lot occupied by Headquarters PRO5, Camp General Simeon A Ola for exclusive use of PNP-PRO5 cum Bicol Heritage Park has been proposed and already on process.

c. PNP Housing Program

The PRO5 Regional and Provincial Housing Board was created/activated and has identified lots donated to the PNP which can be utilized as area for the construction of housing units and for quartering purpose of the PNP personnel this PRO. Likewise, a feasibility study was conducted on the proposed site for Pulis Kalinga Projects at Bgy Tara, Sipocot, Camarines  Sur containing an area of 40, 000 square meters.

d. Repair/Constructions of Facilities

A total of eight (8) constructions of facilities were undertaken during the period in order to enhance various PNP units’ operational and administrative efficiency while ten (10) other facilities were renovated. (Annex “A “attached picture)

 

SIGNIFICANT ACCOMPLISHMENTS AND SPECIAL CONCERN

 

Accomplishment on Illegal Fishing

 

 

On September 19, 2011, the RLECC5 has called a special meeting of the RLECC Sub-Committee on Fishing and Marine Environment Protection held at PRO5 Conference room with no less that the Chairman of RLECC5, PCSUPT CECILIO B CALLEJA JR., presiding. The highlights of this special meeting were as follows: 1) Organization of Regional Multi- Agency Task Force Against Illegal Fishing, chaired by Mr Francis Ombao, Chief, Registry Division, BFAR5, Mr Rolando M Tiam, Section Chief, Fishery Law Enforcement, as Vice Chair and the members are: LCDR EDGARDO B GUEVARRA, PN, NAVFORSOL; CDR NELSON B TORRE, PCG; COL REYNALDO FAUSTINO, PPA; PCI REY LAMBOTO; Regional Maritime Office 5; ATTY Carl Adille, DOJ; and PSUPT ENRICO F AMOR, Police Regional Office 5 (PRO5).

 

The said Task Force will take the lead in orchestrating the conduct of Anti-Illegal Fishing operations particularly in Ragay Gulf, in the province of Camarines Sur, and also in Burias Pass and Asid Gulf in the island province of Masbate, where commercial illegal fishing were reportedly rampant. Since the time of the activation of the Task Force last September 19, 2011, thirty two (32) Anti-Illegal operations were conducted which resulted in the arrest of 263 persons engaged in illegal fishing activity and the seizure of 22 Fishing Boats, two (2) Fishing Vessels, fourteen (14) Motorized Banca and the filing of fourteen (14) cases in court for violation of RA 8550.
