Best Regional Law Enforcement Coordinating Committee in the Luzon Area CY-2011
The RLECC 5 (Bicol Region) was chosen and coveted the award as Best Regional Law Enforcement Coordinating Committee in the whole Luzon area. This award was the results of various impact projects, programs and activities being spearheaded and introduced by the RLECC which immensely contributed to the attainment of the NALECC’s goals and objectives. The award was bestowed by Secretary Cesar V Purisima, Department of Finance, PDG NICANOR A BARTOLOME, CESE, Chief PNP and Chairman NALEC and P/DIR LEOCADIO SC SANTIAGO, JR, CESE, Director for Operations and Head, NALEC Secretariat during the 144th NALECC Regular Meeting on December 2, 2011 at PNP Multi-Purpose Center, Camp Crame, Quezon City.
On Alien Control
During the period, twenty-five (25) Chinese Nationals were found to be working in a mineral exploration at Brgy Talabaan, Aroroy, Masbate without proper working permit. Accordingly, they were hired by Magellan Consolidated Mining and Development Corporation with business address at 87-B Scout Dr Lazcano, QC and their contact person was identified as Engr Natalio Merdegia. In coordination with Atty Joel Tria of BID5 and Director Juan of MGB, DENR, said Chinese nationals arrived in the country on April 7, 2011 as tourist. However, they have no record of application for any working visa is it under Section 9 (g) of CA or under the Special Work Permit Program.
On the Implementation Of LOI 17/2010 “MARIKMAT”, PRO5 Campaign Against Robbery Hold-Up
a. Joint elements of SWAT, Camarines Sur PPO and CIDG, led by PCI MELGAR DEVARAS, encountered two (2) persons suspects in the foiled robbery hold-up at Brgy Sto domingo, Bula, Camarines Sur. The said suspects engaged the lawmen in a firefight that resulted to the former to sustain gunshot wounds and where rushed to Bicol Medical Center for medication but were declared Dead on Arrival. Recovered from the crime scene were two (2) caliber .45 pistols believed owned by the said two (2) suspects.
b. At around 2:30 PM, November 12, 2011, at Brgy Baliuag Viejo, Minalabac, Camarines Sur, elements of MInalabac MPS, Camarines Sur PPO seized and recovered one (1) 12Gauge shotgun, Trade Mark SAS 12 Blue with one (1) magazines and four (4) pieces live ammunition from the possession of Larry Laurente Morie at a checkpoint. Case was filed for violation of RA 8294 docketed under IS Nr V-10-INQ-11K-00220.
DEVELOP A RESPONSIVE POLICE ORGANIZATION
1. Information and Communications Technology
- IT Equipment Standardization
Setting the pace towards the standardization of ICT equipment specifications through the PNP Uniformed Equipment Standard Board (UESB) and NAPOLCOM, IT office assist PRO5 in this endeavour.
b. Continuous IT Audit, Assessment and Capabilities
IT office assists PRO5 in an audit, assessment and capabilities of all ICT equipment. Output of the assessment can then be used in processing. Help distribution of computers up to the station level.
c. Development of Information Systems
Enhance Police Operations and Administration through the application and integration of Information Technology (IT) office shall develop the following:
- PRO5 Wireless Area Network (PRO5 LAN);
- Paperless Communication Seminar; and
- Other integrated Information Systems.
d. PNP Offices WebPages Standardization
Public trust and confidence is at the heart of what the police do, the use of IT as a bridge into effective community interaction and feedback is important. PRO5 IT office will fully implement NHQ 03/09 LOI “Spider Web” and created an IMPLAN LOI PRO5 Website for a PNP-Wide Standardization. PRO5 Website www.pro5.pnp.gov.ph is fully recognized and adhere to the standardization of LOI “Spider Web”.
e. Online Interaction with the Community
The PNP website shall also serve as venue for online interactions with the police and the community. PRO5 IT office updates and enhances the PNP webpage to improve interaction with visitors such as:
- Wanted persons from national down to municipal;
- Missing persons;
- PRO5 IT Office support PRO5 PCR activity; and
- Online information on Police services such as application, news and other relevant information.
f. PNP Information Systems Strategic Plan
PRO5 IT office is in the process of developing doctrines and best practices in ICT that would help improve police administration and operations.
g. Information Security Policy Enhancement
The Services enhance its security policy to include security on personnel, equipment, facility, and information and the Implementation of ICT Security Manual in accordance with the DICTM Security Manual and LOI Kalasag 2008.
h. Awards and Punishment through ICT Integration
PRO5 IT office will assist PRO5 in implementing a more responsive system of reward and punishment by streamlining disciplinary as well as recognition mechanisms through ICT integration by developing a future database of rewards and administrative cases.
Recognition would be in the form of quick issuance of awards and recognition to deserving personnel conducting/supporting IT projects.
i. Command Publication on Mentoring Leadership via the PNP Website
Develop and engender the culture of mentoring leadership at all levels, PRO5 IT office will publish in PRO5 website all command guidance from higher headquarters for information of commanders in frontline offices.

1. Kasurog Cops on Patrols
Patrol activities formed part as barriers for criminal elements in eliminating opportunities for them to commit crimes. It provided prompt reaction to any call for police assistance.
The continuous implementation of LOI BANTAY KALYE, in close coordination with various LGUs, CVOs and crime watch groups to implement Crime Prevention and Control thru COPs resulted in the conduct of 80,230 police patrols equivalent to 10,516,305 patrol man-hours covering 2,279,469 kilometers were conducted.

2. Organization of Brgy Crime Watch Group
The office is maintaining the 587 Crime Watch Groups previously organized in the region.
These various crimes watch groups/organizations continue to support the PNP in its anti-criminality campaign and other peace keeping efforts/programs.
3. Strengthening police-community partnership.


This aims to involve all concerned stakeholders including regional and division offices as lead agencies and its objectives were the following: celebrate the birth anniversary of Dr Jose Rizal; raise awareness that education is for all and no Filipino child should be left behind; and provide an opportunity for community stakeholders to unite and manifest love for country. Likewise, this office donated school supplies for fifty (50) pupils chosen by the DepEd 5 as beneficiaries
4. Community participation to PNP’s various programs in the maintenance of peace and order.

To build community image and credibility of the PNP, this PRO is conducting community programs and projects that will create great impact to the community such as environmental protection, disaster preparedness, bloodletting and other community development projects


- Clean and Green Program – This office with the NAPOLCOM V, DILG ,

- PRO5 personnel assisted the concerned government agencies in repacking and distributing relief goods on June 1, 22-24 and May 27, 30, 31, 2011.

- One Stop Shop/Job Fair – This office in coordination with the NAPOLCOM 5 and DILG 5 family conducted a One Stop Shop/Job Fair at Landco Pacific Mall and Embarcadero de Legazpi. During the activity, this office distributed information education campaign materials on crime prevention and awareness and installed a one-stop recruitment information shop to inform the public of the step-by-step processes.
